By "...wasn't all there."? It's an idiom for "was there in body but not in spirit", "vague", "not playing with a full deck".

So is Barak Jewish and therefore that would excuse his gaffe? A president can't afford to be unaware of proper decorum, esp. at so solemn and important an occasion.
