Those are fields in the FRX file. The first record contains your printer selection from the setup page dialog in the report designer. In VFP 9, if you open the properties dialog for the report on the "Page Layout" page there's a checkbox down at the bottom labeled "Save printer environment". If this is checked, the printer is stored in the report and report automatically prints to the selected printer assuming that it exists. If it is cleared the report goes to whatever printer is the current printer.

Clearing the checkbox is the same as removing the content of TAG and TAG2 after saving the report.

Did you save the report after you selected the printer? There might be a minor difference that is not immediately visible or even a version problem.
