Foreign is a bad word here. Nobody wants to have anything with anything foreign. Companies ship to
international addresses, the library has books in
international languages, colleges admit
international students. And all of this is wrongly applied PC talk - but the capital, capital is truly international, and it pretty much always was. It has no country, it only has owners.
