At that particular moment when he first said "You either with us or against us." he was President of a country that had just suffered the first surprise attack on its mainland and he was framing US policy toward deciding who are friends were. He was making it clear that this was not a time for neutrality or equivocation.

He certainly wasn't a big D Democrat. ( and did not consult Donna Brazil or focus groups before deciding who the bad guys were )
