And in fact you can drag it around the screen. (Try it -- it's fun!) But the international no-can-do slash symbol hovered over it and I was unable to drop it anywhere.

Actually, you can drop it in places. I dropped in in my browser tab list and it opened up a tab with just that message in it. Not that it likely is useful though.
