that could be a naming conflict, or VFP is confusing the application scope. You could try a different name than mkprocs. if that doesn't work, try CLEAR PROGRAM after you removed the procedure from the SET PROCEDURE list. Is the program embedded into your application? Printer drivers have the unfortunate habit of changing the current directory.
