Last time I saw the documentation on how to build a fll was in the printed books which came with FPW2.6... and/or maybe VFP3.0. There were some include files where structures for VFP data blocks (or whatever they were called) were defined. You may try to compile what you have (assuming you have all the files) as a .dll, just rename it to a .fll in the end. If you're missing any of the files, it should scream anyway.
