There's a brand-new hi-tech lib-lab in Brighton where, I understand, they have free web (terminals everywhere), probably under the same rules, but I don't visit libs often so am out of touch.
Many places here, like bookstores (and pubs) boast free wi-fi, esp. in the coffee shop adjunct.
