When you look at the score card each hole should have been given a difficulty level between 1 and 18 (on an 18 hole course). 1 is the most dificult, 2 is the 2nd most dificult and so on. If there is a 10 difference in handicap the higher handicap has to give the other guy 10 strokes, one stroke on each of the 10 most dificult holes. If the handicap difference is greater than 18 then the better player have to give 1 stroke on each hole and then another stroke starting on the most dificult hole until the handicap difference is made up.
