Just like European billion is trillion here, or that the ton is not necessarily 1000 kg (that's metric ton - there are others), so is the meaning of the word "federation" different here. By some measurements, this may count as confederation, but then that word was spent on the losing side in the most recent civil war, and the winning side insists on calling itself a federation... so the word means what they decide.

But generally, there's nothing. I mean, there's almost nothing that you can say "generally, in the US...". It almost always depends on where you are. Have a car? In some states you must have an inspection (what you'd call technical check), in some you don't. Four or five states insist on returning glass bottles (or charging for them and having the money returned when you return the bottles), few include plastic bottles too. In Virginia, they now have a law which makes it illegal do use a living room as a bedroom (!).
