That *does* make the line print *in* the header, detail, and footer
bands of the report, but it doesn't *stretch* the line. For instance,
if I draw a 1 inch long line, the line will start in the header and
print for 1 inch down the page and stop. I can't seem to access
the "Stretch with band" property after drawing the line through
multiple bands.

Let's say I want the header at the top of the page, the footer at the
bottom, and detail lines and blank space in between. How can I get the
vertical line to be printed *continuously* from the header, through
the detail lines and blank space (where there would be detail lines),
and into the footer?
