The politicians were covering their a$$es. By voting against any bailout bill the are protected if it fails, and if it succeeds they just say they wanted a better bill.

It's kinda funny that 1/3 of the Democrats voted against it, and then Pelosi says the Democrats did 'their part' - this after she ensured a lot of Republicans would change their votes.
