On the rare occasions I've seen this (though not in Fox) it was due to the user running *a lot* of programs on the Taskbar, plus having *a lot* of utilities running in the System Tray. If this is the case with you, try closing some of them (especially in the System Tray).

Under NT and higher, GDI resources seem to be part of the "Desktop Heap": http://support.microsoft.com/kb/126962

I saw a message in another forum where a user fixed their issues by increasing the second SharedSection value from the default 3072 up to 8192 (i.e. from 3MB to 8MB).

MS makes a tool available to monitor usage of this heap: http://www.microsoft.com/downloads/details.aspx?familyid=5CFC9B74-97AA-4510-B4B9-B2DC98C8ED8B&displaylang=en

If neither of the above work or are not possible to implement, you could try running your report under REPORTBEHAVIOR 80 instead of 90 (if you're not already). IIRC 90 makes much more use of GDI than 80.
