Did you verify that your physical file has code in it? If you just do the select, (no update, no anything) what would you get?

Or are you saying that you're unable to reproduce the error?

Also if the file is buffered and lots of new records were added, your code will not pick up the latest code, the select statement works with physical file unless you add WITH BUFFERING clause.
