I suspect it's because it's much easier to disapprove of an institution than an individual. ISTR reading that while overall approval of Congress is extremely, the approval ratings are most individual members are much, much higher.

It's kind of like the surveys you hear now and again where someone says public schools are doing an awful job, but their local school is an exception.
