After looking closer, I conclude that the purpose of the whole system is to confuse anyone who dares look closer. There are so many terms which may mean this or that, but have a special meaning in legalese, the upside down ideas (like that of state passing down to its citizens the right to vote... as if the right to vote isn't a priori a property of everyone)...

...and I've had some extensive encounters with legal texts meanwhile, and it isn't any clearer. The more I read, the less sense it makes.
