I'm not aware of any mental health limits on voting. We could certainly have a discussion as to whether there should be some, but to my knowledge, you don't have to prove mental competence to register or to vote. In most (all?) states, you can register by mail, so the only test is whether you can get the form filled out appropriately. (Here in PA, that's actually non-trivial. The form is a UI disaster.)
