Did NYC have any surge in crime during 2001 recession? Surges in crime are caused by different reasons; specifically, they are greatly influenced by people in charge, i.e. when local government is lax on crime (you know these bleeding heart types) then surge in crime is warranted. This easily explains why NYC had surge in crime during 1991 recession and did not have any (actually, crime declined) during 2001 recession.
