Is there a way to prevent Vista from using the files in the virtual store?

Based on a blog by Dough Henning (I think) I decided to put the app config file and another file that is updated the first time the app runs in a folder under the app directory and give that folder Modify rights to Users. On a particular Vista box I use for testing all the users except one of the users use the config file that I want the app to use but for one of the users the app uses the files in the virtual store.
