According to Microsoft, the core VFP (the compiler, IDE, and runtime) will never be open source, but many of the tools and add-ons inside the IDE were written in VFP and have been released on CodePlex (VFPX) or the source ships with VFP (xsource.zip).
There is no way to tell you what language to bet on. Years ago, PowerBuilder was the next great thing. Another was Delphi. You don't hear much about either of them. .NET and Java are good choices. PHP, Python, and Ruby on Rails seem to hold promise in the open source community.
