Just a guess, but I think "Give it back to the people whose money it is" won't make the top ten list.

The biggest government reform would be to take out all earmarks. The idea that the Federal government collects money into a common fund and then doles it out for projects at the state and local level is so absurd it can only be defended by inertia and incumbency.

I is the one singel reform that would sway my vote toward any presidential candidate I thought had a realistic way to move in that direction.
