Sign up for the web service, get a free access key, build the XML string with your info and get the rate. Quick and easy. I think I still have some code for this (somewhere -g-), but it's pretty well documented online.

ALERT: be aware that UPS does not allow use of their API if you will be showing their rates on the same HTML page as any of their competitors' rates.
