It appears the client may now waive the GCL requirement too since all support is emotel. Somehow, in their minds, GCL would protect them from me if I were ever to work at their site (?) Even the $1500 I was quoted for a premium could never be cost effedtive.

Are you sure that you got a quote for General Liability insurance? That usually costs somewhere in the neighborhood of $300 or so. It sounds to me like you got a quote for Professional Liability insurance, which is something totally different, instead.
