That's just a phase in the reproductive cycle of a bully. There's always people who can't find good justification for what they're doing, and can't stand an open challenge to their (faulty or partial) logic, so instead of force of arguments they go for argument of force. Which is, by definition, bullying. This way they teach their own kids to do so to other kids. There may be other ways as bad.
