What do you mean by "correctly"?

Windows NT must be installed as PDC if you want a PDC. If you want to transform a WinNT server into a PDC, you must reinstall Windows NT as PDC (this is not a setting that can be changed easily in the system). Be careful, when reinstaling NT, you lose all the settings in the old installation.
