Ok, given that the article appears to have been written by a borderline neo-con, I'll see your items 1-7, and raise you:
No Child Left Behind - no funding

The mandated testing grades 3-8 - Texas has had mandatory testing throughout high school, you don't pass the test, you don't graduate and the school is 'graded' based on how many students pass the test. It's led to 'teaching the test', not educating the students. Horrible degradation of the school system.

The joining of Federal Government and Faith Based groups - Separation of church and state issues
