Yes, it runs under both Traditional and Simplified Chinese Windows and can show Chinese characters correctly. All you need to do is setting the [Language for non-Unicode programs] list box in the "Advanced" page of the Regional and Language Options applet of the Control Panel. Please note that you must choose [Install files for East Asian language] first before you can set it. It also implies that you cannot show both Traditional and Simplified Chinese at the same time.
