I'll backtrack some on this after doing some reading.
If you buy a new machine preloaded with Vista Business or Ultimate, you can request to have it 'downgraded' to XP through the OEM or vendor where you purchased it. If your OS came via Open License or SA, you have downgrade rights as well.
