You've probably already figured this out, but you can open the .PST in Outlook as a secondary Personal Folders file: File...Open...Outlook Data File. You can then, within Outlook, do whatever you want with its contents.

You can do all of the above via COM automation. You're probably looking for specific code/info on how to do that; sorry, I don't know.
