So the ultimate goal of NRA is to keep everyone employed long term because keeping double gauges is twice the work. The mechanics need two sets of wrenches, the teachers need to do two sets of lessons, the measuring instruments need to be calibrated for both, bought twice, or results recalculated (work for programmers!), and that thingy sent to Mars once more. More employment for everybody!
