I have no this intention, because racism started long time ago, probably when humans did not really exist yet. However, it could be stronger or milder; obvious thing. So if some law legislates racist rules then it provides feeding ground for stronger racism in total. It should not be always black and white, as you said on many occasions; it could be grey.
