I'm missing the relationship between the article you posted (which is about political asylum in NZ), the subject of race discrimmination in the U.S., and William's comment... Did I miss something?

It seems to me that the article is about a particular person who has been refused entry to other countries (including the UK despite the fact that his wife is a UK citizen) and now says he wants to come to NZ about which he seems to know very little and to which he has no apparent connection except the expectation that he will be able to claim political asylum. Unless you're thinking he might be able to get away with this in the US, the context of "emigration problem" seems clear enough. ;-)
