Is there such a file in that folder?
BTW mine is in:
c:\documents and settings\boris1\application data\microsoft\visual foxpro 9\foxuser.dbf
But that is for VFP9 and I'm not sure where you should search for it.

Use the old VFP technique:
Delete ALL FoxUser.* files wherever you find them and try to do your settings again :-).
