Bill Martin, president of the Cumberland County Business Council, said his staff met with Black & Decker executives
the week before they announced the closing.

The meeting was one of many regular checks the Business Council makes with companies in the area. He said there
was no indication that anything was wrong.

“Within our organization, we were stunned,” Martin said. Afterward, he called plant managers to see what could be
done to salvage jobs. The response: nothing.
