Much has changed in recent years. Construction has to pass inspection. If it doesn't pass it gets ripped out and redone from scratch. I lived in military housing around 1992 and it was just like any other townhouse. Actually it was quite nice. Now the housing and barracks built before then were either extremely old and not maintained or junk. Like night and day. You wouldn't believe the conditions of some of the barracks I've seen here and overseas, especially those used by reserve and national guard units during training.
