What I cannot figure out is why the U.S. doesn't (or perhaps they are and the public or at least I am not aware of it) the rehabilitation systems overseas. There are some countries which seem (by reports) to be very successful at it. When our criminals go into prison, they often come out of it worse than when they entered.

I know we do have some very successful rehabilition systems around this country, but it is not the norm and many are test systems only.
