Correct syntax would be:
SELECT     IdUsuario, Nombre
FROM         Usuario
UNION
SELECT     Null, 'All'
ORDER BY Nombre
However I guess you are trying to do something like this:
select *
from
 (SELECT  top 100 percent  IdUsuario, Nombre
   FROM         Usuario
   ORDER BY Nombre) tmp
UNION
SELECT     Null, 'All'
