Hi Bill.
I guess you have added your base Form to your Base project, and added all functionality you want from it. Now, you could add another form to your Base project and call it MyForm, for example, and inherit it from your BaseForm, and then create any project specific features in it, if you want. After done that, go to the File Menu, Export Template, which will create a template out of your MyForm form, which will be available to you every time you go to a project and ask to Add a New Item.
