Check out the free wwIPStuff class at
http://www.west-wind.com (look under Shareware and Visual FoxPro Internet Tools). If the wwIPStuff can't do what you need, another option might be to use an ActiveX control. I know of two, one at
http://www.eurosource.com for $12 US and another at
http://www.mabry.com for $40. I haven't actually used any of these yet (I found them while looking for an email program) but if they follow after the email controls the eurosource controls are simpler to use but the mabry controls allow more flexability.
