Kinda sounds like 'damned if we do, damned if we don't'. If we step in without being asked for help then we're being 'imperial' and 'trying to spread our doctrine where it isn't wanted'. If we step in because American/BritishIisraeli citizens are killed/injured then we're accused of 'not caring until it's OUR citizens'.

That thousands of people have been murdered by fundamentalists of ANY religion is a sad and sorry fact of recent history. Please note that I am NOT making a declaration of identity of the fundamentalist group as I believe that once a person steps into the 'fundamentalist' headspace they are no longer adherants of any religion or creed - they are 'fundies' and an aberation upon the face of the earth.
