Are you sure that it's right file? The "Noiseeng" is for English UK. The "Noiseenu" is for English US.
It's also reciomended to use ALTER FULLTEXT INDEX statement instead of system sprocs.
ALTER FULLTEXT INDEX ON table_name STOP POPULATION
... Change noise file
ALTER FULLTEXT INDEX ON table_name START FULL POPULATION
