Okay, a passive moderator, who gets active when someone has a complaint. A moderator who stimulates social behavior and suppresses anti-social behavior. Why not?!

I have also proposed to make the originator of a thread the primary moderator of that thread. What you'd see is that people are reluctant to jump in a thread that's started by a bad moderator and are happy to jump in threads that are started by good moderators.
