I am not sure what VFP does with the ERR file but if I try and look inside it with notepad while VFP is compiling I see different program or form names at different times - one entry at a time only. It seems that VFP writes the program / form name into the ERR file, then erases the file and overwrites it with the next program / form name it is compiling during the compiling process. Then something either prevents VFP from writing into the ERR file or the file is locked R/O or something ...
