Hm, I think 1k is not enough.
To the first, you need to be a legal poor. I'like to take extra money, not go to that level. So I have to share. I think it's easy work to carry the rat so I will give 10 cent (A man can carry enough rats to get a bottle of booze what is his main target)
To the second I will not do this work. Years of study and all the work to get my brain to programming? No way. I've choosen my way of life.

The rats may breed in the backyard. The cages will be made out of wire fences, there are enough out there.
Then I have to get some food for the rats (need some other poor to sort the waiste bins. The rat carrier is addicted to booze so I need somebody more trustable - shouldn't poison my rats)
The stable does not need to be mucked up, the rain will rinse the waiste down the drain. (The backyard should have one, but this is Berlin so this should not be a problem)
Since this seems to be a simple idea I need a guard.

Looks like a lot of work. Will not do on this scale.
