Chairman Mau had the whole population out banging pots and pans and keeping birds aloft (sparrows mostly I think) until the birds dropped from exhaustion. They got a bounty for each one (and people no doubt feasted on them). The reason was to stop the birds eating the crops. Trouble is that there were no longer any predators for insects that then went and devastated the crops, resulting in wide-spread famine and millions of deaths.
