I had a lot of problems also, and upgraded my IE4 to the latest version on the MS web-site. Most of the problems stopped then.

There is also a switch in IE4 that you can set to control automatic dialing when it is loaded. If you turn it to off, you will have to click on a connect icon for web-surfing, but this isn't NEARLY as annoying as having everything dialing when you just want to look at a table.
