FWIW, you might want to check out a beta tool I've been working on.
It creates HTML Help and standalone HTML files in an interactive
fashion. I find this much structured approach much easier to work
with than using Word processors to create help. Especially when
dcealing with developer documentation.

It's in beta and I welcome any feedback anybody might have on features
you're looking for.
