Imho, there should be cases when a person knows the answer but still abstains from replying. I don't mean that this is particularly related to your case, and I understand that every person is unique.
I would also suggest to look at this situation in practical terms. It is a cold fact that number of VFP-related questions on UT is in multi-year decline while number of answers is steady enough which is good. It may indicate that someone's reluctance to answer may not have too critical consequences, and if it involves too much of personal strife then what's the point in making it acute? I mean, for example, if someone proclaims firm intention to stay away then trying to reach this person can be considered by others as stalking.
