I see no analogy here.
It is actually a complex problem. Say, someone likes another person and wants to communicate. The other person doesn't. Why would attempts to communicate be considering stalking? It is probably assumed what if one person doesn't like another, the other should not like it back either.
If it's not broken, fix it until it is.
