I do a lot of work with GIS systems used in conjunction with VFP. I mocked up a VERY crude example of how I would do what you are trying to do. You will have to email me at "Steve.Stamm at dpra.com" and I'll send you the zip.
I didn’t connect the map to any scroll bars because in my experience they take up too much room and people generally like panning with the mouse rather than clicking on a scroll bar. Using a raster map this way has very limited usefulness in my opinion. Because of the distortion in flat projections such as the one I used you will not be able to reliably place anything on the map without a great deal of difficulty. But, if all you want to do is have a pretty map of the world that users can pan and zoom then this might work for you. I would go out and look for the largest map I could find though.
In my prototype, use the mouse wheel to zoom in and out and then click and drag the map to pan it around. The mechanism for doing this is simple so you should be able to modify it to fit your needs.
